Default Tow switch and key switch required for the solenoid to work?

I apologize if this is a silly question.
The low voltage on the solenoid is showing no power. I understand the tow switch needs to be on for this to work. Previous owner moved the tow switch to the front (they said they didn't like lifting the seat each time 🤷*♀️)
You can see where the wires were cut and the tow switch wires taped in.
So my question, the "key" switch is disconnected. The device was in the dash but not hooked up. Are those wires also required to engage the solenoid??

I have the wiring diagram but there are many things I don't understand on it.
The receptacle? Is this the battery charger?
Main switch - I don't understand the picture, is that the plug just flipped over?
The RY going from the solenoid to the tow switch on the diagram, it's showing those circles with those wires all labeled RY also.. Is that saying RY wires are tied in that line??
These RY/RW wires appear to be the most important ones, probably not how electrical works, but I really wish they would have switched to a different color at different places 😕

Last question, there is 2 fuses, diagram shows one. It appears that one was eliminated and replaced with a 40amp (32V). Far different from the 3 amp fuse. Would this cause things to not work??

Again, I apologize, I wish this diagram came with a key or some type of explanation

Can you give us some background on the cart?
Did you just get it and it hasn't run yet?
Did it run at some point and stop?
Has it ever run this way to your knowledge?
It looks like a mess under there but removing the tape on a harness will make it look messy.
There are a lot of sparky gurus here that will walk you right through this.

In my cart, the run/tow switch applies power to the key switch.

This is my 2nd post, I apologize the 1st post explained more. Bought it 4-6 weeks ago. The guy had this other thing, where the solenoid is suppose to go. The cart operated, but prior to getting there to see it I had read that it wasn't good to bypass the solenoid so it was literally driven on the trailer and my mom drove it into the garage. I slowly started removing pieces as I waited for the solenoid (body). Solenoid came in, I also took a video of the seller telling me which wire to connect when I got the new solenoid...nope nothing notta cart will not move a inch. No noise no nothing w the solenoid hooked up. If I hook up the guys relay looking thing, which doesn't have lower volt wires the cart operates just fine.
As far as the wires lol I feel like they aren't as overwhelming now that I have stared at them and the wiring diagram for days (I won't admit how many days!) Like the answer will come to be or something, ha!
Red white and red yellow seem to be important and I feel like they go everywhere!
