Default Still no torque, batteries full charge?

I charged the batteries overnight. (reading 39v for the pack) When I took it for a drive felt very little if any difference. I am only hearing 4 clicks from the solenoids. I think that may be the problem??? How do I test these? I took them all off of the mount to clean them up, replacing two (odd/different) ones, one looked burned (#2) Now that it's all back together... less torque
