Default 74 harley wont throttle up

I just got a 1974 harley with a tillotson carb. The cart starts fine. The problem is it wont throttle up. The linkage on the carb moves freely and the internals look very clean when I disassembled it. The only way I can throttle it up is when I cover the intake with my hand restricting the air. Any help would be great. Thanks.

CHECK FOR VACUUM LEAKS AROUND THE CARB BY SPRAYING IT WITH CARB CLEANER IF THE RPM'S GO UP YOU FOUND A LEAK. SORRY FOR THE YELLING THE VOICES IN MY HEAD ARE LOUD.lol NO REALLY i DID NOT KNOW THE CAPS LOCK WAS ON. lol

I found the problem. It was a half plugged fuel filter. Runs great now! Not bad considering I traded to cases of beer for the cart
