Default Admiral upgrade only 4320 rpms?

I just upgraded my 2015 Club Car Precedent to an Admiral MOT-A2. Install was quick and easy. I have the proper field map installed. I have a Navitas 440Amp controller and a RoyPow 105 AH Battery. I set the max RPM to 5700 but for some reason it gets to 4320RPMs and acts as if it has a governor. Can anyone explain why this is happening? Is there a setting I missed? Otherwise, the motor has much better torque and works great!

Edit- After driving it through the 6-8 mile break in it picked up gradually. 26mph and 4850 RPM. I suspect as it gets more broken in my expectations of 27-28 will come to fruition.
