It was definately the controller. Had FSIP send me a new GE controller, and it fired right up!
Thanks for all the help guys. It seems this is about the 3rd yamaha i have fixed, all 3 times it was the controller. Also, all 3 times, wasn't getting a negative to the solenoid. Just wanted to put this to rest with the solution  CG, if you are reading this, in the future, are you saying if the reverse buzzer no longer works, that is a indication that the controller could be bad? |

Yes, if the solenoid does not activate when the Tow/Run is switched to Run & the reverse beeper doesnt work (check to see its plugged in), i start suspecting controller.
