Default 95 Club Car 48 volt with stock curtis controller

Cart solenoid clicks rapidly and cart jerks especially at low speeds or going up a grade. I have replaced the v glide or step potentiometer and reset the OBC.
I also replaced the solenoid. All cables are new and 4 gauge good grade cables. Batteries are new and all test good. I have the cart body removed so I can get to all the wiring. Any ideas on what could be the problem
