Default 91 3 wheel

noticed today that if you take your hands off of the wheel It will pull quickly to the left , fork don't seem to be bent but the axle is not level ,could this be in the spring over shocks ????

I'm just thinking if it pulls to the left, then the shock has busted and your just enough wait to pull it to that side? Will it do it to either side with another rider?
