Default 36v Club Car does not move?

Hello,
I have a "65 Mustang" Club Car #A9006199062. I have owned it for almost 10 years and it ran fine but has been sitting for 6 months and does not run. I had replaced the trojan batteries in 2008 (and have charged them separately this week with a 6 volt battery charger) and now when I plug in the car charger it kicks on at about 2 volts. I turned on the key and push the pedal and hear the solonoid buzzing but it wont move. I put it into reverse and the buzzer sounds but will not move. I replaced the solonoid last week, no difference. I have noticed that when I turn on the headlight switch there are no lights with either the key on or off. Also I have a cd radio and it has a separate fuse, but there is no power either. When I plugged in the car charger I turned on the key and the headlights work and the charger went up to 10 volts. It also has a "swamp cooler" on the roof and their is power when you turn on that switch.
Any advice on this problem?

Yes a battery pack voltage reading would be a great place to start... those 08 batteries are just old enough that leaving them in a state of discharge for six months could have sunk their ship......
