Default Spring loaded governor

So I put an excel V 540 sled motor in my G9 cart. Cart has the spring loaded governor on the diff. The throttle linkage is completely detached and is just sitting there freely. I haven't driven the cart yet I still need to set the idle cuz even with the carb closed it idles took high oh and I need to fix the brakes. So how do I get rid of the governor or have I already rendered it inoperable?
