Early 80's Club Car won't go
I can hear the solenoids kicking in and the voltage to the motor changes with each click, but the motor won't turn. I put a meter on each side of the motor and at full throttle the meter reads ~18 V on each side. Where do I go from here?

Thats only half voltage, you should be getting 36 unless it's in reverse. Is it "trying" to move at all?

Nope not moving....and I did not think to check to see if it was in reverse...is it the motor if I am getting voltage to the motor terminals?

someone said this could be a problem with the brushes in the motor...does that make sense?
