Default G1 carb troubles

Greetings guys ,Im new to the forum and to buggies. My prob is the gov was disconnected and the throttle cable was hooked up to the gov butterfly ,heres the dilemma when u start it runs wide open with very little throttle responce.I recieved it like this and Im afraid to let my kids drive it.need help.

Check and lube all of the cables and linkage, make sure it is all working freely. May need an adjustment and/or a heavier pull back spring.

thanks newguy,I've checked the cables ,and even when the cable is disconnected then started the motor revs extremely high.I've adjusted the screw back and held the butterfly tight to it ,its off the charts.

seems to be ,u have to choke it to start it.this buggy been hacked on alot.you turn the key on and the starter engages ,once it starts its runnin flat out.

is the gov on the rearend hooked to anything or does just flip back and forth where it wants ,this is all new to me
