I confirmed negative is going to obc.

Put in tow.

Unhook pack neg , then if you want pack pos. Give it awhile then connect pack pos, then pack neg. Put the charger back on and see what you get.

Everything that is grounded must go threw the OBC for it to know the true state of discharge (no stray grounds.) If you get a good charge then you know to save your money and look for the bad wire job. If you still get the same old results, then it could cost you some money.
