Did You check that sonic-weld?

If not make sure the voltage at the buzzer, solenoid, etc matches the pack voltage when the Tow/Run switch is on Run.

The Tow/Run switch powers both the Key Switch and the OBC, so a bad Tow/Run switch cannot explain your original problem since the Key switch had power.

If the paper clip that was jumping the Blue and White wires at the OBC did not have power, then the issue is the sonic-weld near the Tow/Run switch black wire (see diagram).

I'm a poor substitute for Sergio, but yes that would be considered a sonic weld.

Yes, it is just a wire junction similar to the picture below:
I cannot tell from the picture if it has all the wires shown in the diagram if you follow the blue wire from the OBC.

If the White wire on the OBC 6-pin connector did not have power, the issue is the other sonic-weld/wire junction on the Black wire from the Tow/Run where it splits to the White wire that goes to the OBC and the Green wire that goes to the key switch.
