So I jacked up the rear and reset the OBC according to the sticky. I'm sitting in the cart now and if I just hold on the gas after a bit sometimes the solenoid will click and cart will come alive. It stays running steady as long as I'm not bouncing it off the speed limiter. If I let go sometimes I can bring it back to life and other times I have to wait.

In my opinion based upon what I know and what I just read, MCOR failure is a problem of epidemic proportions.
