The S/G belt is not clutched. I would be inclined to look at the coil or rev-limiter.

Stopped by my dad's to look at cart today. Valve clearance was .15mm
Funny thing happened though. After I put the valve cover back on, didn't make any mechanical changes, the cart started. It had its normal quick belt squeak then vroom. Shut it off and did it again. Squeak then vroom. It's in maintenance mode not going anywhere but starting up. Scratched my head, dad got excited but I told him it doesn't make any sense. Had some lunch then tried again. Squeak Squeak Squeak nothing. Didn't start. I haven't done anything to it. Started up after sitting for a week. Now nothing after starting twice. You couldn't tell anything was wrong with it after starting. Ran great no backfire no sputtering etc. What am I missing? This has me thinking about the starter again. Does it work sometimes? Only when it wants lol? Any ideas? Thanks again

Question again about starter/generator.
Turn key to on, press gas pedal then the s/g spins the belt to turn over the engine? Is that the correct way this should work. Or is the s/g strictly there to charge the battery. Sorry if questions are stupid. I am at a loss.

Update. Cart is running again. Long story short a neighbor in my dad's neighborhood stopped by yesterday. Dad told me he checked the cart over tried to start it then began working on it. My dad is not mechanically inclined whatsoever. But he did try to explain what happened. The guy worked on the valves. Not sure what he did but they were in spec when I checked. Dad said he worked on the valves and tightened the s/g belt. Cart runs good now according to my dad. Not sure how much he tightened the belt because it was pretty tight when I put the new belt on. Not sure what worked on valves means exactly lol but will try to talk to the guy this weekend. Thanks everyone for helping
