It's not lower speed that is the problem. It has normal speed with first press of the pedal. It's when you let of the pedal then press it again it stops dead. Let off the pedal for a few seconds then it takes off fine and then let off and it dies again..

By "Other voltages" I mean the controller has to have certain voltages on specific pins and terminals for it to pass amps to the motor when told to do so. Have you check for the presence of those voltages when the cart is misbehaving? If not, that would be a logical step in the troubleshooting (aka problem solving) process.

Connect you voltmeter between the controller's B- and M- terminals.

Press the pedal just far enough to make solenoid click and you should read Full battery pack voltage.

If you do, press pedal to floor and the voltage ought to decrease to 0V.

No decrease means either the throttle isn't working or the controller is bad.

The voltage between the black and white wires (Throttle input to the controller) should be 10V with pedal up and 6V with pedal down.
