Default Can't get the solenoid to engage

Her is the Vin of the cart and it does have a run tow switch . If I ground out the small black terminal I can get it to click . But cart still won't move looking for some troubleshooting procedures I do have 48 volts at the run tow switch. And the reverse buzzer has been removed so that's no help

2009 drive electric. Put something (volt meter) to the reverse beeper plug, or get a beeper. Check fuses in harness by rain gutter, or at rear of seat bottom, or under rear access cover. If all fuses are good, power in & out of tow/run, BUT no power to reverse beeper port (under nose) when in reverse, or power all the time (even when not in reverse) , is a usually indication of failed controller. If you try all this, and it still gets you nowhere, i will dig up more wiring info, but the reverse beeper doing anything unusual, and no solenoid click (when tow/run is good) is usually controller. Solenoid & reverse beeper are operated by controller outputs. The solenoid should click on then off when tow/run is flipped to run (that not happening is another bad sign for controller).
