Default Is this a voltage reducer

1999 48v DS
Trying to get my 12v lights & turn signals to work only with key on.

Found this module between frame rails by OBS. One cable goes directly to Neg on #6 battery. 2 wires on other end go to terminal strip that nothing else connects to. Could this be a voltage reducer of some sort?

Have another cable assy that connects to Pos on #5 battery then thru fuse to harness going to front of cart. 2nd wire goes to battery #6 Neg. Looks like my 12v supply is coming from 2 batteries. Batteries 5&6 were lower voltage then others when I did my voltage checks

Not a reducer. Your cart is getting light voltage from two batteries as you suspect.

But yes your first 2 pics ARE and old Club Car 16 to 12 voltage reducer. Lousy idea when they came out - it would still unbalance your pack because it was running off just 2 of the 6 batteries. Probably disconnected from any accessories because it died.
