Yes, brass is the best alloy to conduct current.

I got mine from Lowes, they have them in the specialty nuts and bolts section.

Toilet bowls bolts are also 5/16", but a lot of those are more plated brass than brass alloy.

The same Lowes section also has the brass washers, nuts and neoprene gaskets.

Edit:

I am sorry, you are not talking about an OBC stud, but a battery stud.

In this case it makes no difference what it is since the battery stud is not designed to carry current, its primary function is to keep the cable lug tight against the battery lead post.
