Default Club car precedent now has a surging peddle 48 volt

Good morning from sunny florida. Well I got my brake cable issue worked out. Now I have a serging cart when I push the peddle it takes a while for the cart to move but when it does finally go it runs like it is dragging and surging feeling. Any idea what is causing this problem. 09 precedent 6 8 volt batteries.

I do not know what you did to the cart. Assuming new brake cables?
