Default 48 volt club car new batteries, but SLOW

Need some help on my 1995 48 volt club car, It is really slow maybe 9mph tops. I tested the batteries and they all tested weak border line bad so I purchased all new 8 volts and installed them correctly. It is still super slow? It does seem to have a little more take off power than before but still slow. What could be causing this problem? Could there be some type of govener on it?

THE GOVENOR IS Quality of batterys that makes the big difference ( higher amp hour ratings on quality batterys ) NOT cheap priced rental type batterys. THEN did you charge batterys until charger turned off on its own? BEFORE DRIVING FOR FIRST TIME AS THIS IS VERY IMPORTANT FOR BAT LIFE AND PERFORMANCE? Everyone wants to see how good the high cost of batterys has given them when in fact they are damaging the batterys by doing so? Remember that break in period is at least 30-50 discharge-charge cycles ( TROJAN SAYS UP TO 100 ) on new batterys before getting near full performance, AND NEVER ALLOW CHARGE BELOW 80% until broken in?
IF you have other problems beside batterys you need to look into that after giving batterys time to build up some? BATTERYS ARE NOT CURE ALLS.
