Default 2004 club car speed issue???

I just purchased a 2004 club car and put 4 new batteries on it. The take off speed is great but then it slows way down. It stays around 13 mph. So I did a speed sensor test. I put the cart in F and then manually pushed it and alarm went off. Did the same thing in R. So I think the sensor is fine but wonder if the Maginet is bad. Any thoughts on this??
