Is that the same cart though? If it is, I don't think clutching should be a part of your concerns. BUT, you can never have TOO much! That paint really looks good on that cart.

1) yes it is the same cart...........
2) it just don't lift like it did before,
yes, i did change the belt.

Ahhh, now it's all coming together! Since you were wondering about clutching, I assumed you had a fairly tame engine under there. But the pics say otherwise...
