Default 93 club car blown fuse

I just bought a 36v 1993 club car, Problem is when I bought it The meter
on the charger was pegged, i tapped on it it went back to zero. But under the
seat the fuse was blown, I got a new fuse installed and the charger back in.
without plugging it into the wall so no power.. but it blew the same fuse right away. so it seems like I have a charger problem.. any ideas
thanks Don

I is the fuse under the seat behind a clear bubble, it is a 36 volt.
I replaced the diodes on the charger (per the manunfaturer)
replaced the fuse again under the seat... plugged in the charger (still not plugged into the wall) and it blew the fuse again aarrrgg, so i must have a short somewhere.. I know the cart worked before the previous owner died 2 years ago.
so I am not sure what to try next other than a new charger
