The problem is in the solenoid activation circuit. The positive side of this circuit starts at the charger receptacle goes through a micro switch at the forward and reverse and then through the keyswitch and then through the pedal microswitch to the solenoid. You should read 36 V between the two small solenoid terminals when the key is on, the card is in gear, and the gas pedal is depressed
