I've heard great things about the Navitas controllers. It won't have a voltage reducer built-in, but several site sponsors carry high quality reducers, such as this one.

As for the charger, don't get an ERIC, as they can be very problematic. Get a Lester Summit II, which is a fully automatic, bluetooth capable charger. Again, site sponsors carry them.
Regarding the MCOR, since the cart was flooded, I would replace it. You can get an MCOR4 conversion kit (the newest MCOR version) here:
