As far as your front cowl is concerned there are small 1/4 inch screws that actually tighten down the alluminum trim strip that will clamp down on the cowl. Depending on what year your cart is there are probably 4 to 6 of those screws.
For your first question I guess I don't really understand what is going on. Is it that your cart just won't shut off when you take your foot off of the pedal?
