A new motor is clearly not the answer here, fix the throttle or at least put the 1/2 speed resistor on the circuit at all times.

If it is a Series cart You check the throttle signal on terminals #2 and #3 on the Controller.

In 1995 the CVP was used and it could definitely have that symptom.

As NoleFan4Ever mentioned, upgrading to an MCOR would be best, but I think this is the same replacement pot you need (possibly a micro-switch as well):
