Eighteen 2V cells will produce 36V, no matter how many cells are packed in each box, however 6V batteries tend to have far higher Amp-Hour capacities than 12V batteries and Marine batteries are not true Deep-Cycle batteries, so your run-time may leave a lot to be desired.

Except for feeding 12V to the 6V reverse beeper, it appears that you moved the high current cable and the smaller gauge charging cable from the terminal designated BR- to the terminal designated BL-. That should work.

To check the motor, jack the rear wheels off the ground and remove all cables from the motor. Connect as shown in drawing from Carts Unlimited.
12V may not be enough to turn it and 24V may spin it pretty fast.
