Rotate the drive clutch until the engine is off compression (easy to move the drive clutch forward). Make sure to move it to the beginning of the low restriction range.

Then try to crank the engine.

It sounds like your brushes in the starter/generator are worn. The test above is a quick cheat. To be absolutely sure you can remove the dust covers off the end cap of the starter/generator. The 4 rubber covers... don't worry about the one under neath, just pull the three (top, both sides). Make sure the brush ends are not inside of their brackets.
