That's not an 02, it's a 2001 Regen 2. It could be a controller or an MCOR problem. You can check the throttle signal at the controller from the MCOR. Flip it in TOW mode and unhook the battery pack from the system. Un-Plug the connector on the controller. Locate pin 7 and pin 8. Yellow/black and white/black will be the wire color. With your meter set to 20k ohms, touch the ends of the meter leads to the pins inside the plug and read your throttle signal. It should range from 6800 ohms at zero throttle to 1100 ohms at full throttle. If your MCOR is working properly, the controller has failed. If the MCOR is stuck at full throttle, it has failed...
