If it's the software that has a picture of an Evolution cart on the initial loading screen, then that license file is a *.flic file that needs to be located in the same directory as the Evolution.exe file. There's also a *.fdev (or some other extension) file that contains all the parameters and configurations for the different carts.
I was bored trying to
reverse engineer the license so I can make a custom license that has everything unlocked, but it's a pain and I just haven't had time. That screenshot is their main decryption algo, which isn't too complex.
