The problem turned out to be a worn helix on the driven clutch. I put in the new style helix and a torque spring from CPP. Also changed the belt and adjusted the clutches. Now it feels like it will climb up the side of a mountain.
I've got the 13hp engines and they are all running great! They get the abuse too.
