Rather dangerous situation.
If the solenoid is clicking and you're sure it's making an internal connection you might want to inspect the motor. When these motors fail they tend to behave this way. Typically you can get the car running by pushing it simultaneously while you're trying to go. If the cart begins to move when you give it a push you can bet that the motor has failed.
