Oh wow so the entire driven clutch is trying to escape, I had that happen to mine a few years ago. Never did find the bolt either.......

Like said above, simply slide it back on the spline and tighten up the bolt. Since your governor is removed (good), that big white plastic cup isn't needed and it's broken anyway so you can remove it too if desired. I've seen some peeps leave it on just for a dust cover, but yours has a big hole in it
