Clean the board thoroughly and replace the capacitor with a new one. That should solve your issue. When the capacitor fails, the drive signal to the MOSFET's is severely compromised. You can use any 10 uf capacitor rated at 35 v or higher. BE SURE TO GET THE POLARITY CORRECT when you install the new capacitor.

It might be a good idea to check the resistance of the thermistor. It should be about 50K ohms + or - 20% at room temperature.
