You are going to have to check and see what voltage is going to horn and button. Its possible that its hooked direct to 48 volts? With out a voltage reducer ( 48 volts to 12 volt ) or ( you have 16 volts= 2-8 volt batterys reduced to 12 volts )? Most horns and lights etc are made for 12 volts only so you need a digital volt meter to check whats going on. Harbor Freight $5.00 plus freight.
NOTE--REMEMBER THAT ON BATTERY CARTS YOU CAN NOT GROUNDED ANYTHING TO FRAME. If you do it can destroy your solid state controller.
