The nut on the end of the adjustment rod needs to be loosened a few turns so the pedal can return all the way.
You should have about 1/2" of pedal movement before the MCOR linkage starts to turn. This is so the park brake latch will release before the MCOR clicks and engages the solenoid.

E36, if your throttle percentage is Starting at 25% as soon as the MCOR clicks, that's not a pedal adjustment issue. That sounds more like either a poor connection or a faulty MCOR. With most 3 wire Pots if there is a poor ground the signal voltage will be high which may cause your issue.

Not reaching 100% throttle may be an adjustment issue, but the high initial throttle should probably be addressed first. Even with a poorly adjusted MCOR linkage, the throttle percentage should still be low right when it clicks, because the wiper should not move across the pot at all until after the click.
