Default 91 ez-go starting problems

Ok...I officially have a running gas cart. I stuck a battery in it and at first it wouldn't run.....so I ran down a few things and came to the conclusion the needle was sticking and it wasn't getting any fuel to the bowl. Took the carb apart and sure enough it was sticking....the bowl and internal carb parts are spotless. Un-stuck it and its all good now.

Heres my question.....it turns over fine and does run normal but I have to push the gas pedal almost all the way down before the engine starts to run. Is this normal or should it start at like 1/4 throttle?
