There isn't much you can do without original paper work. LSV's have certified top speed and all the requirements of a car. It has to be manufactured as a LSV to start with.
Hi-low headlights
Turn signals
Horn
Stop-tail- turn lights on the back
4 wheel brake system
Park brake.
Seat belts
Windshield with DOT approved glass
There is more but it slips my mind. You could get the paperwork package for a standard VIN number. Apply for a VIN number and jump through the hoops - state check for stolen parts - state check for DOT approved produces like brakes - lights - glass. Then it has to pass a standard vehicle inspection.
