This controller probably has 2 throttle wires connected to the controller pins 2 and 3. If you remove these wires the cart still goes? Impossible:
Sounds you might be having some throttle signal issues.
Older conversion signal should read 0-5000 ohms if you remove the above mentioned 2 wires and plug the Meter leads into each one.
Newer conversion has a single throttle wire. read 0-5 volts between this wire and battery main (-)
