Update:
I did the pedal thing two times 30-40 times each. There may be a small improvement but not anywhere near normal. I checked with the meter again and because I was going by memory, my first measurements were a bit off. The field motor voltage is smooth up to about 4.5V then from there to about 9V, there are those .5 second surges. I realized that my meter was set for auto ranging and that was why I was getting the OL'S. Actually the surges peak at around 10V. When the pedal is fully pressed, it smooths out again and holds steady at around 10.5V. Also of note, when in reverse, the voltage is smooth from -0 to -25V and the cart goes much slower which I believe is normal.
Should I assume the problem must be the MCOR?
