Just had to do this myself a month or so ago with same model and year cart. Very easy but don't over do it or you could damage engine.

Remove black cover in bag well under sweater basket. Look inside to your left and find the governor arm. It has what I believe is a 7/16 nut that tightens the governor arm down to a little spindle that has a key pin inserted through it. Loose the nut a little and reach in and grab spindle and turn it with your fingers clockwise just a fraction of an inch. DO NOT turn more than a hair. Hold it in place and tighten nut. Try runnning your cart and see what you get. It does not take much!!!!!! Where I have mine set now all I need is half throttle to get the speed I prefer on the golf course.
