I don't think the 1v would trigger an HPD fault even if the controller had the option.

Keep the wheel raised and plug the terminals back on the controller and set your meter to DC volts.

If the controller is responding to that throttle input, the voltage on M- should change.

Measure the voltage between B+ (positive meter probe) and M- (negative meter probe).

It should range from close to 0v at pedal UP to +48v at pedal Down.

If no change the controller is bad.

If the voltage changes your FNR high current cables may be on the wrong posts.
