If You are certain the FNR high current cables are wired correctly, let's check the actual throttle voltage since those controller don't use a resistance throttle.

Lift one rear wheel off the ground for safety.

Set the meter to Volts DC (20v scale if available).

Key Switch ON.

FNR in Forward.

Disconnect the Yellow wire from Controller terminal #3 and measure the voltage on that wire from pedal Up to Pedal Down, make a note of the voltage when You hear the solenoid click.

Please post your voltage readings.
