You don't mention the year of the car, the make of the charger, or anything else. Does this charger have a fan in it? Is the fan operating?
My charger, an off-brand model sold by LVS Sales, has a fan, and it doesn't get too hot when running. It usually starts off at 12 amps, and several hours later, it has dropped to below 10 amps. However, if run particularly far, it will clear 15 amps and stay there for the first hour or so.
So I wouldn't be too worried about your amps. But I'd see if the fan inside is working correctly.
