It may have an issue but I don't think that will totally prevent the cart from moving.

You mentioned that you only hear the solenoid click sometimes. Make sure you have battery voltage at the solenoid. Do you have the same or very close to the same voltage on both sides of the solenoid when it clicks on?

And since we're on the topic, what is your battery pack voltage?
