Default Club car DS clutch rebuild??

I've got a 2000 club car ds. It would only run about 13 mph when I bought it so I adjusted the govenor and got it up to 18 mph. (4,000 rpms) I had a very faint squeal in the drive belt so I replaced it with a new one and it took care of it. I've noticed on the front clutch the drive belt lacks right at 1/2 inch from coming to the top of the sheaves. From what I've read on here it sounds like it should come up a little higher. The one front sheave has a very slight groove in it, you can't see it but you can feel it. Does this sound like something a rebuild would take care of or do I need a full clutch replacement? Does a rebuild kit include parts for both clutches or do you buy them separate?? Any tips or tricks on rebuilding would be appreciated. I plan on doing the work myself. Thanks!!
