Or... hes just pressing the pedal to the floor because he thinks that's what he has to do. But actually what's happening is the "press the pedal but have to wait a few seconds for the motor to get over the compression stroke" that seems to be so common in club car FE powered carts.

I would suspect this is more likely the case, but without more detail it's impossible to tell. If it was a microswitch or solenoid failing, pedal position wouldn't matter. If it's out of adjustment, position would matter but there would be other symptoms as well.

Theres other possibilities as well, but just like going to the doctor and saying "I feel like crap. Fix me" isnt going to work either.
