The solenoid will stay energized with or without the speed sensor connected, it is not part of the solenoid activation circuit. Neither is the ITS sensor.
What is the battery pack voltage? (38.2V is fully charged for Trojan batteries and 38.5V is fully charged for US Battery batteries.)
With fully charged batteries, you ought to have
FULL battery pack voltage on all the pins and connections with red highlighted wires attached to them on the attached schematic to get and keep the solenoid energized.
With cart ready to be driven except for the pedal not pushed, you should have steady
FULL battery pack voltage on all the highlighted pins and connections except J4 Pin-1 (Pedal switch return). Monitor each while pressing pedal just far enough to make solenoid click and see if any drop in voltage.
